32:1 Look, a king will promote fairness; officials will promote justice.

During the Millennial Kingdom, King Jesus will rule with righteousness. He will appoint princes to rule underneath Him who are trained in the Word of God.

32:2 Each of them will be like a shelter from the wind and a refuge from a rainstorm; like streams of water in a dry region and like the shade of a large cliff in a parched land.

Every person entering the Millennial Kingdom will be a believer. The Great Tribulation will remove all unbelievers out of the world. Each believer will be protective of others, just as a shelter protects one from the wind. Each believer will refresh others, just as water in a desert refreshes one’s thirst. Each believer will refresh others, just as a rock gives shade to one in the desert heat.

32:3 Eyes will no longer be blind and ears will be attentive.

During the Millennial Kingdom, Israel will no longer be spiritually blind. They will be able to hear and understand spiritual teachings.

32:4 The mind that acts rashly will possess discernment and the tongue that stutters will speak with ease and clarity.

During the Millennial Kingdom, Israel will understand God’s Word and will speak the truth clearly without stuttering.

32:5 A fool will no longer be called honorable; a deceiver will no longer be called principled.

Fools and deceivers are those who reject the Lord Jesus Christ. Their teaching glorifies secular humanism, evolution, agnosticism, atheism, and feminism.

32:6 For a fool speaks disgraceful things; his mind plans out sinful deeds. He commits godless deeds and says misleading things about the Lord; he gives the hungry nothing to satisfy their appetite and gives the thirsty nothing to drink.

During the Millennial Kingdom, fools and scoundrels will no longer be respected. They will not be heads of governments, educational institutions, medical professions, entertainment professions, and businesses.

32:7 A deceiver’s methods are evil; he dreams up evil plans to ruin the poor with lies, even when the needy are in the right.

A Christ-rejecter is a fool, meaning that he is evil. There is no such thing in the Word of God as religious toleration. This is an invention of secular humanism. Secular humanism is living a life as though God does not exist. Secular humanism is nothing but a softer term for satanism. Religious toleration allows fools to come into the world and deceive others with satanism.

Should Christians give to the poor? Yes, if they are members of their local congregation or part of their mission program approved by the elders. Otherwise, local churches will be feeding those who are propagating the satanic world system. The Word of God promises to provide food, shelter, and clothing to every believer, unless they are called to wear the martyr's crown. Therefore, social programs outside of the local church are unbiblical.

In Acts, the church did not feed all of Rome or all of the world. They fed and clothed their own. They took the gospel, not food, to the unbelievers

When Jesus fed the 4,000 and the 5,000, he was feeding His own. These people loved the teachings of Jesus so much, that they traveled miles without food just to hear Him teach for hours. Compare this to the materialistic American church today who cannot wait for the preacher to quit teaching the Word of God so that they can go eat a nice Sunday brunch at a fancy restaurant.

32:8 An honorable man makes honorable plans; his honorable character gives him security.

The scoundrel fleeces the poor, but the man of honor helps the poor.

32:9 You complacent women, get up and listen to me! You carefree daughters, pay attention to what I say!

Before the Millennial Kingdom arrives, Israel must be judged for her own sin. In verses 9-11, the false security of Judah's women must be judged. The women of Judah were not listening to Isaiah. They were living in such false confidence, that they refused to see the coming judgment.

32:10 In a year’s time you carefree ones will shake with fear, for the grape harvest will fail, and the fruit harvest will not arrive.

The Assyrians would attack Judah after the next year. They would eat all of the grapes of the Jewish vineyards.

32:11 Tremble, you complacent ones! Shake with fear, you carefree ones! Strip off your clothes and expose yourselves— put sackcloth on your waist!

When the Assyrians arrive, the economy of Judah would be shattered. These women of Judah would no longer live in luxury. These women of Judah would mourn by wearing sackcloth on their waists. Wearing sackcloth was a sign of humility.

32:12 Mourn over the field, over the delightful fields and the fruitful vine!

These women of Judah would mourn over the fields, because the Assyrians would eat all of the grains and fruits of the land.

32:13 Mourn over the land of my people, which is overgrown with thorns and briers, and over all the once-happy houses in the city filled with revelry.

The 46 cites of Judah would be desolate, because the Assyrians would destroy them.

32:15 This desolation will continue until new life is poured out on us from heaven. Then the desert will become an orchard and the orchard will be considered a forest.

The desolation of Judah would continue until "new life" was poured out from heaven. The Hebrew word for "new life" is וּחַ מִמָּרֹ֑ום (ruach mimrim), meaning spirit from on high. The desolation of Judah would continue until the Holy Spirit was poured upon all of Israel. This spirit of life will not happen until Israel's national regeneration at the Second Coming of the Lord Jesus Christ.

During the Millennial Kingdom, there will be no desolation in the land of Israel. Israel (and he global world) will return to its Garden-of-Eden conditions. The deserts of Israel will become orchards and lush forests. Joel 1-2 makes the point that the crops of Israel will be devastated during the Great Tribulation, but they will be restored in great abundance during the Millennial Kingdom.

32:16 Justice will settle down in the desert and fairness will live in the orchard.

During the Millennial Kingdom, noble spiritual values will thrive in the land underneath the reign of the Messianic King. There will be no corrupt rulers or judges.

32:17 Fairness will produce peace and result in lasting security.

During the Millennial Kingdom, taxes will not be spent upon weapons of mass destruction. It is possible that angels will fly around and prevent murders, crimes, and thefts before they happen.

32:18 My people will live in peaceful settlements, in secure homes, and in safe, quiet places.

During the Millennial Kingdom, there will be no more battles or wars. There will be no more evil rulers who attempt to steal land and enslave people. There will be global peace.

32:19 Even if the forest is destroyed and the city is annihilated, 20 you will be blessed, you who plant seed by all the banks of the streams, you who let your ox and donkey graze.

The forests and cities of Judah would be destroyed by the Assyrians in Isaiah’s day, but they will be restored by the Messiah during the Millennial Kingdom.

Here is a conversation on how to handle a stranger who asks for money:

Stranger: Do you think that you could help me with a small donation?

Believer: What is your name?

Stranger: John Doe.

Believer: Hi, John. Do you believe in the Lord Jesus Christ alone for salvation.

Stranger: Yes, i do,

Believer: Do you attend a local church?

Stranger: Yes, I do,

Believer: Which church do you attend?

Stranger: I attend A and A Christian Church.

Believer: Have you informed the elders of your situation?

Stranger: No, I have not.

Believer: According to the Bible, if you are a believer in the Lord Jesus Christ, then God will provide you with food, shelter, and clothing, unless you are called to be martyred. The elders of your church are responsible for assisting you. Your responsibility as a Christian is to report your situation to the elders so that they can assist you.

Stranger: My church is all the way across town and closed right now. I need the money right now.

Believer: It is the responsibility of the Christian to seek and contact the elders when they are available.

Stranger: I do not think that the elders will help me. Can’t you help me now?

Believer: If the elders will not help you, then you need to change churches. I cannot help you, because I do not know you. I give to help the poor in our church, because I know them. You need to find yourself a Bible-believing church with strong Bible doctrine that can help you with your needs. I can pray with you in helping you find a good church if you so desire.
