49:28 The Lord spoke about Kedar and the kingdoms of Hazor that King Nebuchadnezzar of Babylon conquered. “Army of Babylon, go and attack Kedar. Lay waste those who live in the eastern desert.

Kedar was the name of the nomadic Ishmaelite tribes who lived in the Arabian deserts. These Arabian deserts are now located in modern Saudi Arabia.

Ishmael was the son of Abraham through his concubine Hagar. Abraham’s wife (Sarah) did not think that God would keep His promise to Abraham about having a son, so she offered her concubine (Hagar) to help in the process. Hagar gave birth to Ishmael. Sarah grew jealous of Hagar and Ishmael, so she kicked them out of the Abrahamic community. Ishmael’s descendants grew into these nomadic tribes in the Arabian desert.

Ishmael was a son of Abraham, so he possessed more light than other nations. The Ishmaelites rebelled against Jehovah and worshiped demonic gods. Jehovah commanded King Nebuchadnezzar to attack these nomadic Ishmaelites and lay waste to them.

49:29 Their tents and their flocks will be taken away. Their tent curtains, equipment, and camels will be carried off. People will shout to them, ‘Terror is all around you!’ ”

The Arabians moved to the desert, hoping to avoid any large empires who desired to attack and plunder them. Babylon was called by God to plunder the tents, flocks, and camels of the Ishmaelites.

49:30 The Lord says, “Flee quickly, you who live in Hazor. Take up refuge in remote places. For King Nebuchadnezzar of Babylon has laid out plans to attack you. He has formed his strategy on how to defeat you.”

Jehovah warned the Ishmaelites to leave the area. The Ishmaelites must believe Jehovah and obey Him if they wished to survive.

49:31 The Lord says, “Army of Babylon, go and attack a nation that lives in peace and security. They have no gates or walls to protect them. They live all alone.

The Ishmaelites were so secure of their location in remote areas, that they did not build walls to protect themselves from their enemies. Jehovah commanded the Babylonians to attack the Ishmaelites.

49:32 Their camels will be taken as plunder. Their vast herds will be taken as spoil. I will scatter to the four winds those desert peoples who cut their hair short at the temples. I will bring disaster against them from every direction,” says the Lord.

The Babylonians would take Ishmaelite camels and herds as plunder. Jehovah would attack and scatter the Ishmaelites in all four directions. These Ishmaelites have become the modern Arab nations of today.

49:33 “Hazor will become a permanent wasteland, a place where only jackals live. No one will live there. No human being will settle in it.”

Hazor does not refer to the city in Israel just north of the Sea of Galilee. It was some unknown place in the Arabian desert. No one will ever live there again. No one today even knows the location. During the Millennial Kingdom, this area will become a permanent wasteland.

The Hebrew word for "jackals" is תַּנִּ֛ים (tanim), meaning dragons, monsters, or sea monsters. During the Millennial Kingdom, only dragons and sea monsters will live in this land.
